I want my dynamic hosts to wait before joining the cluster. Is there a way to configure this?
Yes. By using the EGO_DYNAMIC_HOST_WAIT_TIME parameter, dynamic hosts can be made to wait a certain amount of time before joining the cluster. This parameter is set at the cluster-level, so it applies to all dynamic hosts.

Platform LSF and Automount
When trying to resolve an automount directory, Platform LSF first tries the standard automount paths and, if these paths do not exist, Platform LSF will use the submission user's home directory. However, by using the LSF_AM_OPTIONS configuration parameter, Platform LSF can be configured to either try automount paths last or not try them at all.

Platform VM Orchestrator (VMO)
How can I allow others to create and maintain their own virtual machines within the cluster?
You can create non-administrator users and assign to them VMs or templates. These users will have restricted access to their assigned VMs and templates, with limited set of operations.
To assign a specific set of VMs to a group of users, create a consumer and assign to it the desired VMs and templates. Users can then be given access to the consumer, and hence the VMs.
